Grounding is not just safety. It also protects your gear. If it were your own place, there are some NEC allowed retrofit options. However, this being an apartment, you have to depend on the landlord to contract for these kinds of changes.

I used to use SMC EtherEZ cards back in the day. Resources were programmable with a DOS utility and they were very reliable.

I have my drives removable. Either using CF or SD adapters, or SATA drives with SATA to IDE bridges. Drive bay devices are plentiful. Shut down the PC, pull out the drive, put it in a card reader and load games. Especially once you use larger drives, like 80 GB with lots of DOS games, everything …

Athlon64 CPUs can underclock via multiplier. They also make an excellent platform for that range.

Both the Ecoboost and the 5L V8 are great engines. I wouldn't use the Ecoboost for towing at all, but it's got plenty of power and good efficiency otherwise.

Yes, the PCI contacts need a deeper edge connector (which will be incompatible with PCI edge connectors anyway).
