What luckybob said. . Those are plastic discs. Those caps are on the AC side and they rarely fail. .

I read about that noise ... in the 90's I think. It was considered a design flaw that existed because because technology hadn't found a way around it yet. I don't like it because generally mechanical noises = more wear. .

VDDQ is basically the power voltage to the transistors in the output stage of a chip. The designation is also used for the power voltage to memory chips. It's not a signal itself but rather one of the power voltages to devices that process the signals. .
