You mentioned 1.19 MHz earlier. - And you have an O'scope. Presumably the 1.19 MHz comes from the oscillator. Check and see if the 1.19 MHz there. If it is then none of the oscillator parts are the problem. .

PSUs require a certain load on the output side. If it is too low they wont switch on. The load threshold can be different. or you would ground the PS_on wire I think you missed his point. Not all.. but many.. PSUs (least modern ones) will not start without a load on them. (Even if you jump PS_On.) …

I have the manual for the DELHI-III. It specifies the max K6-2 as 350MHz but the board may have been released before the faster K6-2's were available. A newer than original BIOS may be needed to support faster K6-2's but other than that it should work. . I will attach. .

In a quick look I did not find a DELHI-II. Are you sure it's not a DELHI-III ? . What are the exact model numbers on the VIA chipset chips? . The DELHI-III manual states it supports a 2.0v Vcore and 100MHz FSB. If there is a DELHI-II it may not. .

Besides checking for signs of damage, cleaning the card might also help. And another possibility might be something with the slot (dirt perhaps?) on the motherboard itself? Though I don't think this is likely, it's easily and cheaply fixed with some cleaning alcohol so it might be worth a shot :) …
