I go by celsius. make sure that cpu cooler is sitting tight with the cpu and make sure it has a copper bottom, also zip tie another fan to back of the sink for a push and a pull effect and that case definitely needs fans on the front for good air flow. I think the problem is with case that …

Depending on your motherboard, you could also cheat and install each OS on its own hard drive, then choose the boot drive from the BIOS "choose boot option" (usually F9 or F11).

Just try it. cpu-z shows current operating frequency of cpu. it should also identify the cpu (regardless of current operating frequency). I just don't know if it's properly IDing your cpu, that's why I suggested loading to cpu up to see what frequency it maxes out at.
