And the noise disappears when you unplug the PC speaker from the motherboard... correct? Sounds like some sort of lack of shielding or interference, but it's weird that it's not present all the time that the PC is turned on.

Should be possible to adjust the volume using the regular volume mixer... within Windows. Under MS-DOS, no idea.

... All hard disks with an external actuator (stepper motor) needs parking. Only voice coil can park itself, but afaik no hard disk with ST506/ST412 interface ever used voice coil. Not sure which drive OP has, but some Seagate MFM drives (such as ST-225, ST-251) park themselves on power-off. These …

I don't think the forum supports uploading videos; you will want to use YouTube or something. Anyway, can you verify that the disk is actually rotating upon drive access? Normally, a drive having a "belt problem" == disk isn't spinning at correct speed, or at all.

In general, those "lens cleaning" discs and slot-load optical drives don't end up well. Regardless, disassembling the drive if a disc gets stuck is indeed the way to go... even if having to dig through the PC surrounding it is a huge pain.

That PSU... looks like a Linkworld. If it is, I doubt it will last much longer with the Athlon XP (especially an overclocked one) attached to it.

You mean Asus Terminator? Asus Transformers are Android tablets. There were a bunch of different Terminator models, ranging from VIA C3 to Athlon XP, so you might want to be more specific...
