Yes, you can use a standard 40-pin IDE cable with MKE/Panasonic drives like the CR563B.

Disagree. There were plenty of DOS archivers that didn't even have the option for split volumes or disk spanning. Furthermore, after splitting with ARJ you still have to manually copy the files to each floppy individually. PKZIP will do it automatically.

There is virtually zero demand for the stuff OP is talking about, which is late 90s consumer gaming hardware. Celeron 300A, Voodoo, Asus P2B...nobody outside a very small group of collectors wants those.

There were a few "upgrade" SBCs that were intended for motherboards such as the PowerLeap Renaissance. But they don't actually use the ISA bus and none of your expansion cards will work.

Yes, but you will need an XT-IDE card to use a modern HDD (the IDE on a 16-bit multi I/O won't work). You can also use an 8-bit SCSI card with a boot ROM like the TMC-850. Or go old school with an MFM controller.
