It is indeed a retail license.. I was using it with an offline account but made a microsoft account just to link the license with and I guess I should now be able to theoretically activate it on a new pc once I remove it from the old one? This shit is just so dumb and irritating...

I've done a similar repair job in the past: Trash to Treasure side project: Voodoo 3 3000 Restoration I replaced C94 with a 0.1uF 16V 0603 and it worked perfectly. C95 is a 10uF 16V SMD Electrolytic as labelled on the part. Both are fairly common.
