Another interesting note: Matrox Millenium (original) can work on 60Mhz PCI bus too. Although most people would probably prefer Millenium II, because it's officially 66Mhz capable card.

Warcraft 3 won't work flawlessly on a PIII <1Ghz. When it comes to skirmish and multiplayer games/replays with many players and/or huge armies - performance will tank quite heavily.

You can pair it with any card with vga output. Technically you don't need to do it at all. The only CPUs that can be slowed down are Pentium MMXs, AMD K62/3+s, and Via C3s Also Athlon, Athlon 64, Pentium 4 and Core 2. Pentium 4/Core 2 Duo can be easily scaled down to Turbo XT/early AT.

40Mhz should be fine with everything without any wait states. 50Mhz will have problems with IDE and some video cards.

Thoroughbreds are unlocked. It's not that hard to find Athlon XP 1700+ with unlocked multiplier. And most of them are capable to work at 2Ghz (real clock) with stock voltage or 1 Ghz at nearly 1 V.

You don't need Thunderbird. Thouroughbred-B and Barton cores had completely unlocked multiplier up to a certain week of production. Desktop CPUs can go down to 5x multiplier and mobile or modded desktop CPUs (only Athlon XP) can go down to 3x multiplier. So 500 and 300 Mhz respectively. After that …

My question though is am I crippling performance at 66mhz fsb. You are crippling your "preformance" with PCI bus mostly, when it comes to 3D accelerated stuff.

Not just accepts modules, but actually supports EDO timings with slightly reduced burst latencies. AFAIK only UMC can do that, both on VLB an PCI. SIS can only support EDO in FPM mode, and that's it.

The Arctic Cooling NV Silencer 1 is probably the best (most effective and quietest) cooler for the GeForce4 Ti series Hardly. Zalman ZM80D-HP would be much better. Not to mention Zalman VF700-CU or Zalman VF900-CU.
