In this case I'd just carefully scrape it off. My guess is it's mostly at the surface and there's still good contact but with a layer of corrosion you will often not get good measurements.

For USB 3.1 there's also an ASUS card that uses four lanes and only has two ports so it has to combine. But as far as USB 3.0 goes I haven't ever seen a card that uses more than one lane per controller chip. (Me not having seen one doesn't mean much though.)

Have you tried powering the SSDs without the data cable connected for a couple of hours? This supposedly triggers some kind of factory restore on many drives that aren't physically damaged.

I believe the frequency generator (W48c60-202) has only got 50, 60 and 66MHz settings, sorry. The fourth setting is only for internal testing.
