If it were to work via a powerleap despite that (just not showing properly in bios), and my only options are 50/60/66 and 1.5, 2, 2.5 and 3 what sort of clocks would it translate to? The CPU divider is a multiple of the FSB. Is you run the system @66MHz FSB you get ~100MHz(1.5x66) ~133MHz(2x66) ~ …

Non-fixed MMX exist, yes. The first core stepping wasn't fixed but the stepping didn't include the 3.5x multi. The 1.5x multi is not avaliable on any (desktop) Pentium MMX. The chips had very good yields so Intel decided to include the 3.5x multi in the next stepping and people quickly started …

Found some time to check things out. Looks like the PSU is ok. 5V 5.3 -5V -4.98 12V 11.8 -12V -11.78 So I switched with a known good PSU and plugged into the motherboard, no luck.
