Replace the tantalum caps. It's almost totally normal that at least one has gone short on these boards over time.

The Voodoo1 and Voodoo2 were tested on the exact same system with identical settings. We are looking at a delta between the two Voodoo cards, not looking at absolute speed. A Banshee is a crippled V2, and a TNT2 M64 is quite a bit faster. So if Glide is not needed, this does make some sense.

44-pin IDE has a different contact spacing, so you need an adapter for normal 40-pin IDE. However, ordinary IDE DOMs (like those from pqi) will plug right onto the 40-pin IDE connector. Do you have an Ethernet card installed and no cable connected? That's the most common reason for slow booting of Win95/98, as it waits quite a bit for a DHCP server to answer, not knowing that no cable is attached to the Ethernet card.

Extra RAM should not require any jumper changes. The jumpers are for adjusting display settings and timing. My card in the picture above has maximum RAM, so just set the jumpers as shown, if they aren't that way on your card already.

It clearly says that you should leave it at the 3.40V setting. It's common that voltages are a bit higher since they drop once the power rail is loaded. This way, you get the correct voltage. You can probably lower it if you haven't much load on the 3.3V rail, but +0.1V won't kill your hardware, …
