With a large area pan-head like that, it's quite likely to be friction/stiction combined with mild corrosion that's keeping them from turning, so I would recommend using a penetrant, Kroil, WD-40 or something.

Well the general principle is, if something works great at low clock or with less powerful part installed, but doesn't at high clock or with high powered part, then it's the power circuitry that's weak and prime suspect should be capacitors before anything else in it.

D500 has 100/400Mhz FSB Willamette CPUs with SDRAM and you're asking why it only runs at PIII speeds... well.... because it does.... unless you've got the hotrod 2.0 in there, they barely pull away from the top end P3s.

Maybe you need to set DPI lower or turn off acceleration in the DOS driver. However, hot plugging PS/2 hardware is not a good idea, it's not meant for it.
