I have no experience with this particular motherboard, but check if you have continuity to GND at pin 5 of your D-sub connector. If not, means that your bracket isn't the right type for your mobo.

Don't think so. 3V core with 5V tolerant I/O means you need a regulator for the core voltage.

Good job! On non-WB processors, B13 is the CLKMUL pin so I think this was done to force a X3 multiplier to whatever CPU this board had previously installed...

Does the CPU get warm/do you have another CPU to test with, preferably 5 volt? Any beeps in the speaker (you do have one attached, I suppose)? Cheap POST analyzer card would help a lot.

Here you'll find the BIOS from my board, dated 10/15/1999. If you read further, you'll see that BIOSes released in 2000 and 2003 didn't work for PcBytes. I'm sure the TL866II Plus will prove useful to you, I have the older variant and can't imagine life without it anymore 😀

That's actually a neat idea, I don't see any reason it wouldn't work. Just make sure the CPU power plane is completely isolated from +5V (so you don't have a short between 5V and 3.3V rails.

I think LIR2032 is a rechargeable coin cell, so a direct replacement. And yes please clean the corrosion. Can't really tell from the photo which lead is positive on your new battery, you must identify it and it goes toward the keyboard connector.
