I haven't experienced any such stuff with the YMF71x cards, though I have had issues with VIA chipsets but only when using DMA0 and then it is just no sound at all rather than something else. I overrode the ID pins on my ET4000 card so that it would always see a color monitor. The memory performance does seem slow, but only way to improve that is if the BIOS allows to adjust memory timings...

USP3 that Problemchyld maintains uses a ton of 2K/XP/7 files and replaces plenty of 98's own files with them and that's probably where all the problems come from. Some earlier SPs are purely official updates and few patches rather than full on file replacements from newer stuff.

All my old drives have stuck trays, the lubricant on the tray mechanism has gummed up in all of them. Belts have been fine though.

I have had best experience with LG burners, all mine still work while all other brands I have, have turned problematic in some way (CD works, DVD not, the other way and burned discs not working well or at all in other devices, even with slow burn speeds)

PS/2 is techically having lower latency than USB so it is quite unlikely the problem comes there. A mouse might have better PS/2 or USB support depending on how the MCU in them functions.

Outside clocks I would blame the nVidia drivers, the last ones are very buggy. The card you have will work with older ones and likely has improved performance too with them.
