multiplier jumpers only act upon hard reset/power up, but the FSB jumpers should be immediate, but if the machine tolerates on the fly change must be experimentally tested. Most PLLs should do glitchless clock chance so there's a good change it will work.

That sounds like EW correction is not working. It is likely the EW correction amp transistor is dead or there is a break in the path.

This makes me think the laptop has OPL3-SA in it, aka YMF701, which is not PnP and is not compatible with YMF711/5/8/9 that SETYMF can deal with, which is why it wasn't working. 605 is not compatible with 601 drivers. I am not sure if win3.x drivers exist, I couldn't find anything online and I only managed to extract 9x driver out of a setup on an Olivetti machine : Oak Mozart OTI605 drivers for Win95/98

BIOSes of these boards often lack floppy support, so unless there's a BIOS on the floppy card, things are not going to work in DOS (but should work in windows as it doesn't rely on BIOS).

SETYMF might be of use here too. You are definitely needing to run a separate initialisation program to set up the mixer, by default most sources are muted.

Actual UV will damage many plastics and rubbers so it is quite probable it was the reason.

It doesn't look like they actually were connected to anything. This chip is there only for producing +/-12V signal for COM ports and its presence shouldn't matter for anything but the COM ports.
