The win95 driver probably also needs a linear framebuffer (the driver name says "linear accelerated"). The problem is that it normally is located at 63MB and it can't go higher. There should be drivers for 9440 and 9440AGi, as well as 512KB and 1MB cards. By any chance does your system have 64MB of RAM? That might prevent it from allocating a linear framebuffer. That's the only thing I can think of.
