Hello Yes, your videocard seems to require 3.3v power rail in PCI slots. Try this videocard in a more modern motherboard to understand if it works well.

How do you make the bios dump anyway? I have the programmer to put bios chip in, but I need to set the type of chip in the program but the chip markings are covered by the bios sticker which I would prefer not to remove. Some pins are redundant and others could be bent back with tweezers. So you might want to check for a socket diagram as you might be lucky. Personally I wouldn't pay any money to get that board repaired by third parties as it seems it had been abused in the past and before that socket is fixed it …
