Yes it appears you will need a proper VRM since the board does not have Dual Voltage regulators. Looks like it only has one. The P.Pro CPU typically uses 3.3v for it's onboard cache (VccS pins) but the core uses from 2.1 to 2.9 volts (VccP pins) depending on the Sspec.
