That forces Windows to run ATA compatible IDE drivers not the standard Enhanced/Protected mode drivers iirc. Sounds like you need proper IDE controller and chipset drivers.

Another reason could be mouse driver or issue with a COM port. What motherboard and what mouse are you using ?

I recently had an issue like that, and the problem turned out to be some hard to see corrosion on the CMOS battery holder's contact. I diagnosed it by putting my multimeter on the battery holder's contacts on the bottom of the motherboard and finding zero volts though it had a fresh battery. Good …

I do not think so, the CMOS is stored in the 82801 I/O controller chip. That cap would be a suppression cap for cpu signals. read my attached excerpt from the 82801 I/O.

The big caps around the cpu socket, VRM's and memory sockets are the most important as they fail easier. I would replace these first: Caps of Asus TUV3X (Socket 370): 1500uF/6.3v and 1000uF/6.3v Caps of Gigabyte GA-7VT600 1394 (Socket 462): 3300Uf/6.3V , 1500Uf/6.3V and 1200uF/6.3v

The only Quantum with a low rpm was the BigFoot at 3600 but it was 5.25" wide not 3.5". There were some Fujitsu, Maxtor and some other companies that had 4800 or 5200 rpm iirc.
