You could also go with an SB16 or AWE and use the ESS card for only midi... You say you don't want it to 'require' SoftMPU... in that case you should get a HardMPU (or something that integrates it like the Orpheus). Of course this only matters for some mt32 games.

Have you tried running Doom from pure DOS? That might help determine if it's a hardware issue or something with Windows/drivers.

I think I would go for an SB16, with the PAS16 for OPL and MPU401 all you need is SB16 compatibility. The SB32 will give you that and the EMU8000 synth, so you'll be pretty much covered for any game.

Win98 supports networking including file sharing over serial and parallel. However you'd need another machine or vm to act as a gateway to your network. There's also usb network adapters, probably models out there with win98 drivers. Getting anything working from DOS seems difficult to be honest.
