as for ceramic SMDs, I don't have a suitable tester to check them, the only thing that I can do is use the Tester in diode test. It won't check if the capacitance is the right value, but if you've got a multimeter you can put it in resistance mode and measure that across any capacitor. If you get …

Nice. You should be able to check if the board's working without immediately replacing it, it's probably only smoothing the 12V supply for any ISA cards that need 12V.

There are some (5?) yellow tantalum capacitors around the PSU connector. One of those probably connects to +12 and they sometimes go short.
