Well, assuming that the hard drive spindle and the GPU fan both stay spinning, then the PSU must be up, so probably not a short and shutdown (my first guess). I don't know if it's just unwashed flux, but it looks to me like there's something sticky on the PCB, particularly around the MAX492 (R13 looks covered in something) and to the left of that big ceramic capacitor C3. They're not bulging, but maybe it is leaky caps?

If you wanted to spend a few more minutes then maybe try (if you haven't already) pulling out the VRM and checking/cleaning the contacts and the slot and see if that makes any difference at all. I don't know ppro, but 3A might be cache auto-sizing, so maybe a problem with Vccs from that plug in VRM? Look to be a bunch of big electrolytic capacitors there. OTOH, you said returning it is an option and you could spend forever chasing possible causes.
