Did you try using two IDE cables and jumpering both drives to master? I once also had problems with a board when I tried to use both drives on the same channel. Do you have another HDD you can try?

Depends on the PSU. I discharge the PSU by pressing the power button with the power cord pulled. Then I wait a week at least. My uncle (who is an electrician) said, 1 or 2 days is enough, but if you have the time a few more days won't hurt. Better safe than sorry.
