Have you tried simply copying over the wowexec file? Sounds stupid, may be so, but I remember getting quite interesting results doing so with some win3x system files to win95, 95 files to NT...

windows has a history of incomplete legacy support. No memmaker in the default installation of windows 95. No Win 2.x App in any windows higher than 3.11, which itself did not run every 2.x and 3.0 app.

Are you using the right cable? (Connecting 2 PCs requires a different cable than connecting PC with hardware) Which baud rate, parity, flow control did you use before? did you use sync or async serial communication?

Win9x bootdisk uses ramdrive.sys to create a virtual drive. Maybe dosbox doesn't support ramdrive. sys? Just a guess.
