A number of times when I want surface mount components off, I just score around the solder with a blade, and then crack them off with pliers or leverage... if you're not careful you can lift pads and tracks like that though. 3dlabs is absolutely the best choice. Matrox had awful or non existent opengl support on period appropriate cards. That was a deal breaker for professional 3d acceleration. Amazingly good for 2d acceleration though. 3dfx cards were fast, but rendering quality wasn't that good. Not really appropriate …

The simplest solution would be a power transistor switching in a lower value pull down resistor. Using a capacitor doesn't make sense. Especially since there is a 5v standby that is always on for power.

The extra chip on the bottom 3c509 is an SRAM chip. Not a ROM. As far as I'm aware, no ISA network card ever had the capability to program an EEPROM.

These 3.3v AMD DX2 chips were a popular budget CPU. Almost as fast as an equivalent Intel CPU but less than half the price. Once AMD moved to a smaller node size to make DX4 chips, it made sense to be able make DX2 chips with the same silicon.

Since some 486 motherboards generate 3.3V with a linear voltage regulator, there may not even be any power savings. As jakethompson1 alludes to, the CPU voltage regulator is entirely disabled when the motherboard is set to 5V.
