Is it legal to distribute MT-32 ROMs?

I was just searching around on Google and found slashdot articles chronicling Canadacow's legal tangles with Roland: http://yro.slashdot.org/article.pl?sid=03/12/14/2329244 Does this mean it's okay to distribute the ROMs, but that everyone is playing it safe by not doing so?
