Borland C++ 3 can do it, you just have to compile the project using the "Tiny" memory model ("-mt" parameter), then link it using the "/t" parameter in TLINK.

What do you want sound for anyway? If its just Windows, there is a freeware PC Speaker sound driver for it... if you can track down the non-free software SpkQQ, it is supposed to be even better (can play asynchronously).

For the Pentium MMX, don't go over 64MB. Googling for that MoBo, apparently it uses an Intel chipset, and those are usually limited to caching 64MB.

Gameport isn't plug'n'play, nothing will show up when you plug it in. You'll have to add the gamepad manyally through the control panel or run the driver's setup procedure.

What is the sound card? AFAIK Windows ME ships with WDM drivers for EVERYTHING, and for older hardware you might have better luck using the official VxD drivers for Windows 95/98.

Not sure. Did it work before the USP3? If not, I'd suspect the AWE64 drivers before the Voodoo ones. I'd disable either the Voodoo or the AWE driver in Windows, reboot, THEN drop down to DOS and test until you find the culprit.

You could try reading one of those with an (E)EPROM reader and look for strings there to give you more clues... but googling for ML-1800 gives me random equipment, some of those being industrial-grade stuff. My educated guess is that this is a ROM for an industrial machine, which isn't far fetched …

Its has CPU written on it... I'd guess this is a processor rather than an (E)EPROM. The only sure way to know would be peeling the sticker, but if this is actually an EPROM than this wouldn't be advisable.
