Anyone knows the reason why windows 3.11 set to 256 colors scales with output=opengl but set to 64k colors it doesnt?

Both start with the dosbox DOS shell at the right vertical resolution... it's just that windows at 8 bits keeps it, while at 16bits... doesn't. Maybe it's a colordepth change making the driver heuristics think it's not worth it to it to scale? edit: oh and fullresolution=desktop ofc.
