You appear to be running VOYAGER.EXE on the cdrom, which does result in the "In order to take full advantage..." message. If you installed the game as per the 60 Seconds Guide then you should have a VOYAGER directory on the mounted C: drive, and you need to run VOYAGER.BAT in that directory.

The installer assumes that COMMAND.COM is in the root of the C: drive. That's usually true on real DOS systems, but the correct thing to do is to use the COMSPEC environment variable to locate the command interpreter. This is because SETUP.EXE is a Windows program, not a DOS program. DOS programs are usually installed with INSTALL.COM/EXE/BAT, but not always. If you own a license for Windows 3, it is possible to install and run it in DOSBox. See the guides section of the form for help with that, if needed.
