In WinXP it was under the troubleshoot tab. Under 7, the button for video troubleshooting is grayed-out. And no, I am using PCI-E. But this was a bus-related setting, present with every card (PCI, AGP, PCI-E). Short explanation on Wikipedia Regards.

You should check your hardware as Wd pointed out and also update all your drivers. Get the latest DOSBox 0.73 and edit its configuration. Use anything but surface for output.
