Did you tried tinkering with the options inside dosbox.conf? Fullfixed, fullresolution and such.

I recall to have run and succesfully play it under Windows XP without problems. I will have to dig my cd out and check it out again.

I remember SEGA's Golden Axe uses AdLib music and Internal Speaker digitised sounds (No Sound Blaster samples?), so I am guessing the stutter you hear comes from it (under some games, there is a noticeable stutter when using digitised sounds with internal speaker).

No. It has been discussed zillions of times. And it's not an impending feature, at least for the foreseable future. Keep in mind, implementing "save states" functionality is VERY DIFFICULT, for many reasons. I am not a developer so I cannot enlighten you more. 😁
