Can anyone please tell how to do this? I got the NE2000 drivers and Trumpet Winsock, as well as WinPcap. However, I don't know how you set up WinPcap. Can anyone provide assistance?

Q: Why didn't Intel call the Pentium the 586?
A: Because they added 486 and 100 on the first Pentium and got 585.999983605.

I cant, sorry. Even when I got my first got Internet connection on Dialup the PC had Windows for Workgroups
Which leads me to my next suggestion
Windows for Workgroups will work without any 3rd party programs, Just need to set up the network and install a browser.
(But understand if this is cheating)

Here is a link for networking with Windows 3.1 but I'm not sure it will help.

I never tried to connect my PC to internet with Windows 3.1 (it was 1994-95 and I already had WFW 3.11). I really don't remember much from those days with Trumpet Winsock, since we were connecting dialup at that time (which probably a useless method today, and you want to be connected via LAN), but I suggest you use Windows for Workgroups 3.11 instead. It's just a slightly better Windows 3.1 with out-of-the box networking support. You still need to download some additional packages (TCP/IP 32 for WFW 3.11, Win32s, IE 5.5). I can help you connect your PC to internet with WFW 3.11, but have not much idea about 3.1, really.

Kolano, I already did what it said in the link that you gave me. I followed that guide and got it all setup, including WinPcap on the host machine. I tried pinging google, but it did not work. I have the NE2000 packet driver set up and the Winpkt driver set up as well. I also have like Netscape Navigator installed, but I can't connect to any web pages. It just comes up with an error that there isn't a DNS server entry for the website.
EDIT: I should also mention that I am using Windows 3.11, not Windows for Workgroups.

Unfortunately I'm not sure. I'm still trying to get it to work with WfWG, but currently just get errors about the network not initializing on Windows startup (even with having run "ne2000.com 0x65 3 0x300" and "winpkt 0x65" before starting WfWG).

I don't know. That is why I asked. I don't plan of installing Windows for Workgroups, and WfWG is not really necessary because it is mainly set up for file transfer, and not specifically for browsing the internet. It might be an error with how I set up Trumpet WinSock but I don't know. The drivers should be initializing correctly, and I have added them to my autoexec file (which is starting to get lengthy!)

Have you checked your IP in Trumpet Winsock and your router. Last I remember that was a problem and I had to add it to my router's firewall and stuff. Try pinging IPs (like ping 1.1.1.1 or 8.8.8.8 or something) instead of (ping google.com or cloudflare.com). Since Netscape said it's a DNS problem, try to browse.... ummm... hmmm.... oh i know, https://172.93.49.252. should work. if it doesn't http://92.204.55.233/ should display a 404. If that also doesn't work try your router ip. You don't need a page to load, you just need anything to try to load. If you manage to get your router ip to render something, but can't get any of the two (http://92.204.55.233/ and https://172.93.49.252) to work, then it is probably your Router's firewall. As for the DNS problem.... A X E T H E N A M E S E R V E R. in the Network Configuration and replace it with something else like 8.8.8.8 (if you want to sell your data to google : ) ) or 1.1.1.1 (if you want to sell your data to cloudflare : ) )
