1. can dosbox run on a 486+windows98 machine?
2. can i mount a real harddrive as a whole and fdisk/format it in dosbox-booted-dos?

the purpose is to install classic dos(3.31 or 6.22) onto a second harddrive, from a machine with only windows and dos disk image files, without having any floppy drives or disks.

You can also try an old version of Virtual PC.
Version 4 (?) was not only released for Macs, but also released for x86 PCs with Win9x and OS/2, I believe.
If you use its Virtual Additions for DOS (or those from VPC3), you might be able to use Shared Folders from within the MS-DOS VM..
That way, you can access file on the Win98 filesystem.
