I know there are other posts about this from many years ago, I started a new thread so people wouldn't have to wade through all of that.
I used DOSBox 0.74 for this.

1. Edit the "DOSBox.conf" file...

To stop Game Wizard from freezing at the starting screen,
In the [cpu] section, change "core=auto" to "core=normal".

To be able to search Extended Memory (not just Conventional Memory),
in the [dos] section, change "ems=true" to "ems=false".

2. In DOSBox mount one directory as floppy drive a:\ and one directory
as hard drive c:\ and install Game Wizard from the floppy directory
onto the hard drive directory. These are the mount lines I use:

mount a "..\myfloppydir" -t floppy
mount c "..\mygamedir"

3. Copy the installed Game Wizard files into the same directory as
the game you want to cheat with. Its just easier this way.

4. Type "gwsetup.exe", use the mouse to exit and save the settings.
No changes should be necessary.

5. Type "gw.exe" to start Game Wizard.
PRESS [Esc], THE FIRST TIME YOU DO THIS YOU HAVE TO WAIT ABOUT 10
SECONDS FOR IT TO GO BACK TO THE DOS PROMPT!

NOTE1: Keep the original files, because the installed files will only
work on your PC! (During the installation a checksum of the BIOS ROM
and/or the graphics ROM is written into the Game Wizard executable, and
checked when it is run. So you can't move the executable around from
one computer to another, you have to re-install it from the original
files!)

NOTE2: Game Wizard works under DOSBox, but it can't save a memory
state (that works only under real DOS). It shows this message:

"Unable to save program! This problem is most likely caused by the
following:
1. Try to save a DOS extender based program while Game Wizard is
loaded high.
2. Special version of DOS that is not 100% compatible with the
standard DOS.
3. Device drivers that alter DOS resources beyond recognition."

According to one of the DOSBox programmers: That doesn't work in DOSBox
because several of the internal DOS structs are not implemented by
DOSBox, so the respective tries to save/load them has no effect on the
respective tables in DOSBox.
YOU CAN STILL SAVE TABLES, JUST NOT MEMORY STATES (SAVEGAMES)!

NOTE3: Don't use the "File Manager" or Game Wizard will lock up.

P.S. You can download the shareware version of Game Wizard here:
