Not jumpers.
They are connectors for RF modulator and light-pen.

Have a look at this documentation about the original IBM CGA card: https://www.seasip.info/VintagePC/cga.html. The original IBM card has two pin headers at a similar location. Just like your card, one of them has 4 pins, and the other of them has 6 pins. They are not meant for jumpers, but as electrical connectors. The 4-pin connector contains the composite video signal, the 6-pin connector allows to connect a light pen. Probably selects the font - thick or thin.

I have that same card, I bought it a couple of years back from eBay. Was never able to find out the manufacturer or model info etc either, could only go by the stuff that was obvious from the chips on the card ie. UMC UM6845R.

Can honestly say I've never tried that jumper on the left hand side, so haven't got a clue on that one.
