I have an Intel 423 RDRAM board that has the same connector. That's used for video cards, like the Quadro FX or FireGL AGP Pro cards.
For the RAM, it requires either all 4 slots filled with RAM (2 slots with the same size, timing, and FSB, including ECC/non-ECC per bank) or 2 filled with terminator RAM installed and the other 2 with RAM of the same size, timing, and FSB, including ECC/non-ECC).
Also, 478 to 423 CPU interposers might work with the board as well, but I digress as I never tested that before.
