Is there a DOS program out there that shows what DMA channels and IRQ ports are currently taken?

I don't know about any program.

I'm using an diagnostic ISA card for this myself. Lights up like a christmas three 😉

Hmm.

Wanted it to help in getting the Gravis Ultrasound MEGAEM.EXE setup to do Roland emu for Monkey Island. The Monkey Island config is just an .ini and it's not particularly helpful as far as comments.

There is a setup utility in the drivers package which can tell you which of the IRQs the Ultrasound can use are available. It is not perfect, but nothing is.
