I say that because good caps would not get this bad in only a year.
However it should repeatable and it -might- buy a couple of years more use before you have to recap.

Were it me I would replace the capacitors next. But for me that's not a big deal.
If you don't already have the tools and skills that is a HUGE project and there is a lot to learn.

Can you give the capacitor brands and series' on the board?
Or maybe some close up photos of the caps that show the markings?
Some have a reputation and should by default be suspect.
