Seems there's a scanned manual at http://www.elhvb.com/mboards/jetway/J-403.zip

I/O, I/O,
It's off to disk I go,
With a bit and a byte
And a read and a write,
I/O, I/O

The closest board i cam find is a EDOM 486VL3H (MV020)

it's almost the same layout, just take out the two upper 8 bit isa slots and put two 72 pin simm slots..

Yes, yours is very similar to EDOM MV020 and has the same chipset HiNT CS8005.
In 2003 someone tried to find out model but couldn't:

A JET-403H seems to be very close related to the JET-403 for which jumper settings were already provided.

Jetway boards were sold under the J-Mark brand in the USA.

HiNT: They were pretty decent. Not sure what happened to the company.

There's a page for the JET-403H now: https://www.ultimateretro.net/en/motherboards/10179

If we find any info it will be posted there.
