Is it possible to boot to DOS just connecting a PCI to IDE card?
like a pci card from VIA or adaptec,

without using the original IDE connector that came i the otherboard

Yes.
I tried this using a Promise Ultra100 and even a Promise S150 SATA atapter and both worked, even on a 486.
I also tried using a Silicon Image SATA/PATA controller and that worked as well.

Just be aware that optical drives DO NOT work in DOS using these cards, but work fine in Windows 9x after drivers are installed.

As long it has a bootable BIOS, you should be fine (for instance, Adaptec AHA-2940 series cards come to mind) and to add what tpowell said, CD/DVD drives will not work with these pci IDE/SATA controllers under dos, maybe with MSCDEX (?) that might work but I don't have high hopes.
