CD-drive gives an error similar like: "unable to load driver", "no driver found".
What is the driver for ESS 1869F IDE CD-driver ? ( Oakcdrom is probably a different sound card ? )

F-Prot 3.16F(2006) found no viruses on 3.5" diskettes:
+ Had to put 2005 year to BIOS otherwise said "outdated virus database unable to start".
+ Don't know why the sudden corruption and all data loss ?
WD SSD-C51MI-3800 512mb SiliconDrive CF-card 2013:
- Fixed & Removable disk mode. ( ="Automatically changes and identifies when connected". )
- Multiword DMA enabled. ( What does this mean ? Could this cause corrupted data ? )

I'm sorry, I don't understand. I'm confused.

Maybe your cards has a special IDE port that needs an enabler utility, okay. I accept that fact, but..
https://www.philscomputerlab.com/ess-audiodrive-es1868.html says this type of soundcard has a bog-standard IDE/ATAPI interface.
The datasheets for your model says the same. LINK

Oakcdrom.sys does usually work with any IDE/ATAPI compatible interface and any IDE/ATAPI compatible CD-ROM drive.
That's why Microsoft made it the default IDE/ATAPI CD-ROM driver of the Windows 98 Setup CD.

Where is a reliable place to download OAKCDROM.SYS ?
( Or is it a default program too in Dos6.22 and/or Win3.1 ? )

/V = Verbose mode.
/L:D = Set drive to "D".

+ If I have 2 pcs CD-Rom drives how to input both D:\, E:\, Master and Slave ?
1st CD-drive master D:\.
2nd CD-drive slave E:\.

Can you try DEVICE= C:\AUDIODRV\ES1868.COM /A:170 /I:F instead? I'm assuming that you are assigning IRQ 9 to the IDE port and it might not be available. Quick Google show me that an additional CD-ROM driver like OAKCDROM isn't needed.

Please define "reliable place". 😉 You're asking for ~25 year old software.
OAK and Microsoft surely do nolonger host this software on their offical servers or BBSes.

Partially, yes. MSCDEX, the MS CD-ROM Extension, was included with them.
But not the CD-ROM driver in most cases. In these days, before IDE/ATAPI became standard,
it was common practice for each CD-ROM drive manufacturer to provide its own.

I believe, the most secure source nowadays is the original Windows 98SE CD-ROM with the hologram that you have got in your cup-board.
Or more precisely, the 3.5" 1,44MB MS-DOS Start-Up disk which Windows Setup creates.
(The CD-ROM used El-Burito err "El-Torito" format and contained a fake 1.44MB image one of the tracks.)

That being said, Windows XP also had the ability to create an Win Me Start-Up disk, with MS-DOS 8.0, I believe.
It did use a RAM disk, though, so it's perhaps not so easy to extract (on a modern PC).
Unless you boot it on your old PC and manually copy the oakcdrom.sys to c:.
