I have a case which has a three digit turbo display, and when I wanted to see how to change its settings, I found this :
How can I configure it ? It seems the speed is written into that IC ...

This chip is a serial EEPROM. There must be a little microcontroller hidden somewhere on this pcb. Maybe it is integrated into the LED casing? The EEPROM alone is not able to control the LED digits. Anything interesting on the other side of the display?
hold the turbo button, wait for the digital to go active, waiting till you get what you want, release.

Ah I found out how to do it. It wasn't the turbo button, it was the RESET button that I had to hold.

Excellent, but still same way to set by holding correct button. 😀 I remember that.
