It a VLB controller for my 486dx2-66 computer

Specs:
Motherboard - VLB Socket 3
RAM - 16mb
Cache - 256kb.
Harddrive - Conner EIDE.
CDROM - IDE 8x
Floppy drive - 1.44

Questions
1) What motherboard BUS speed setting should I use ?
2) What is meant by these settings?
LEDp
LEDs
PIDE
SIDE
PMOD1
PMOD2

DACK1, DACK2, 863VCC
External FDC

LEDp LED for the primary HDD channel
LEDs LED for the seconday HDD channel
PIDE E/D = primary IDE/HDD Enable Disable
SIDE E/D = secondary IDE/HDD Enable Disable
PMOD1 = printer/parallel/LPT port mode
PMOD2= printer/parallel/LPT port mode
the table near that tells you what mode it is operating in.
DRQ1,DRQ3,GND : I think for having more than 2 floppies in the system. Will get back on this
DACK1, DACK2, 863VCC: I think for having more than 2 floppies in the system. Will get back on this
External FDC E/D: external floppy disk controller Enable/Disable

found through google:
UMC 8287D01 (=SST-2946X =TK82872JD01.1) but no settings to be found for any of them.

What about this speed setting ?

A 486DX2-66 would be 33 (66/2) which it appears to already be set at. This would be the most common speed so that makes sense. No idea what speed 0 and 3 might be though. Other sensible speeds would be 25 and 40, right?

If you enable ECP with JP16, S1 and S2 allow you to set the DMA channel to use for the parallel port. If for some reason you need ECP, I recommend you set S1/s2 to DRQ3/DACK3, DO NOT USE DRQ1/DACK1 as that will conflict with the sound card you probably have in DMA1. Otherwise just set JP16 to GND and S1/S2 to GND/VCC to free up that DMA channel.

Put the jumpers back as they were before and try again. make sure you are not connecting any drives at first, it's fine if the computer says drive not found. with these it's possible to have the connector backward and then it will not boot indeed.

I removed the VLB controller card and it still will not posts. No video output. I re-seat the video card and tried a different slot too.
