It's been a while but still I'm curious,
did you ever manage to resolve this issue?

MB: ASRock B550 Steel Legend
CPU: Ryzen 9 5950X
RAM: Corsair 64GB Kit (4x16GB) DDR4 Veng LPX C18 4000MHz
SSDs: 2x Crucial MX500 1TB SATA + 1x Samsung 980 (non-pro) 1TB NVMe SSD
OSs: Win 11 Pro (NVMe) + WinXP Pro SP3 (SATA)
GPU: RTX2070 (11) GT730 (XP)

There's a common problem..

Once the USB controller is recognized by Windows 98, the PS/2 mouse emulation is gone. Just gone. Poof.

That's bad, if Windows 98 hasn't recognized the USB mouse all by itself at this point.

Double bad, if the keyboard is USB, too.

Socalled "legacy free" machines were always trick to use with Windows 98.

Edit: @Duffman I wonder the same. Aslong as the USB controller isn't recognized yet, any PS/2 mouse emulation should still work.
