Yes, I'm afraid that's the case.
Early 386 games from the 90s usually like to use that "flat-mode" model, also.
I'm afraid the only feasible method of running such games would be installing one of these 286 to 486 upgrade boards.
These where little daughter boards that plugged onto the 286 CPU socket.
MakeIt! 486 was one of these models.
In the 1980s, there also were accelerator boards, which plugged into ISA slots.
They were mainly intended for 8088 motherboards ("Intel Inboard 386") but a few models for 286 motherboards also existed.
PS: EMU386 is still useful, though.
I got quite a few 386 games running with it that run in Real-Mode and use no DOS Extenders.
