Search for something from AGP era - Intel chipsets up to i875 (as well as VIA up to PT880) have native Windows 98 drivers.

You can pair it with Geforce 4 card - GF 4Ti is (of course) better performing, but for games from 95-2000 period GF4 MX440 will be sufficient.
Compatibility is just great, and you can use drivers as old as Detonators 4x.xx

For soundcard - SB Live! or Audigy.

Yes, MS-7042 being socket 478 board with VIA chipset will be just fine.
You may also consider AMD platform (athlon64) - Socket 754 AGP VIA based motherboards.
