I received a Via 694T/686B S370 motherboard that refuses to boot. On my POST card I see that the reset LED is persistently on. No jumpers beyond CMOS clear and the power supply and other components I’ve verified are working on other boards.

If I read the datasheet correctly the south bridge is responsible for the power up process but the datasheet doesn’t give much detail as to its power up logic. Anyone have any suggestions what things that I might check?

first suggestion is providing model
second is tracing reset pin as far as you can
third is looking into PCI slots for bend pins

I would still try swapping out the PSU if you have a spare. I faced the problem before where the PSU that worked with my 815 motherboard put my VIA motherboard in permanent reset when trying to boot. Swapped the PSU and it booted up with no problems.
