I had this card for a while and I knew about the issue but finally I decided to ask help 😀
When I put this in a PC and connect it to my TFT I get a 'signal out of range' message.
When I connect to CRT I get this garbled screen that seems duplicated.
I'm sure quite a few will know what's going on here? Something with the oscillators or the VRAM?
I tried to change the jumpers on the right but no change. Reseated the socketed chips.
I have no oscilloscope to poke around with.

From the screen output it looks like ... vga font size 9x16 ... 4 parts on screen... 4 lines per part . ?

honestly, I haven't got a clue, though I do have an oscilloscope.

Clearly it's not outputting the right frequencies.
Now the why it's doing that. blub ? and the 4 parts on screen. something not in sync?

Do you get any change with different jumper settings different or no output ? there's only 2 jumpers, so only 4 combinations.

Right to repair is fundamental. You own it, you're allowed to fix it.
