I did wonder the same when I read it first time. The news was in German originally, I think.
- Maybe some foreign press service did the translation one by one, not sure. 🙁

To the article writer's defense, apparently, the original press announcement did include a lot of subclauses, so it's easy to loose track.
One of the downsides of Germanic languages, I'm afraid. 😊
