Sorry if this is beyond the usual scope but I need some help and all you out there have never let me down.
I've been having hi temps at idle of about 52 degrees C and can't seem to bring it down. Now mind you
it seems to game fine with temps reaching mid 60's playing Doom 2016 and such. Tried messing with
voltages/clock speeds but that didn't really do anything . Adjusted windows power plan to balanced
and therein setting cpu at 5% minimum/99% max. That also didn't affect much. Opened the case
to check out the cooler and noticed the lever wasn't closed all the way so fixed that but no change.

Tried Ryzen Master a little bit but it's a bit much for someone just getting their feet wet with the
modern tech. Should I re-seat the cooler and reapply the paste? Read a bunch of the forums and
those that tried it for the most part didn't notice a change in temps. Maybe it's just the nature
of the beast being a hot cpu but have seen some out there reporting idle temps at 28-32c.
Would an upscale cooler be warranted?

The system is as follows:

Cpu: 3700x
Cooler: Wraith Prism stock
Mobo: MSI MPG x570 Gaming Pro Carbon
Ram: 16gb Corsair Vengeance 3600mhz ddr4
GPU: EVGA 1050ti 4GB
Case: Corsair Carbide Spec-01
Case Fans: Corsair LL 120 series 3-pack

As your temperature under load isn't that high I doubt it's an issue with the cooler, although games generally aren't as intensive as real stress test apps.

First thing I would do is check in Ryzen Master if your CPU speed and voltage actually decrease at idle.
Another thing to check is if you've configured automatic fan speed control in the BIOS (although you should be able to hear it as well).

If your CPU runs at max speed/voltage all the time, that would explain the high idle temp. Similarly, if your fan is slowed down a lot, that would explain it as well.

The first thing I would check is your power plan isn't on high performance or Ryzen high performance. I don't think this setting allows for as much down-volting or clocking as balanced or Ryzen Balanced.

Are you checking in the BIOS or on the desktop?These chips do seem to have a high idle in the BIOS (which I suppose isn't idling as such) compared to the desktop.

They also heat up very quickly and Windows 10 is quite a 'busy' OS, so if Windows is thinking about how best to steal your personal data at time you happen to check it might be quite warm. I'd leave it for half an hour and see what the minimum temperature it reaches is. Steam downloads also keep the CPU busy for some reason.

But ultimately I have one of these chips and yes, they idle at a high temperature. My (also hot) old 4770k had a h100i cooler and I planned to go back to air cooling with the 3700x but that lasted about 5 minutes and I pressed my 7 year old h100i back into service. On the desktop I idle at 31c with two notcua radiators fans. It's about 22c in my room.

There is no harm in reseating the cooler if you have the thermal paste available. What is your case airflow like?

Under Ryzen Master I cut the voltage down to 1.25, that brought the temps down somewhat to 46-50c.
My cpu fan is running at 77%. Fan curves are mystifying to me, need to watch some videos on them.
In the bios the temp is 36c, voltage is set at 1.35
The power plan is set at balanced, and deeper into that the cpu power settings is 5% min./100% max.
Downloading from Steam is not an issue, my internet is too damn slow so use my pc at work for that.

Question regarding windows power options/plans. I don't see any plans under the "Ryzen" heading.
Is there a "toggle" to bring that up somewhere? My MSI mobo software has different power settings
but I've just been adjusting what's in windows itself.

I dealt with similar issues when I got my Ryzen 3600 last year as the first X570 motherboards started popping up. First of all, make sure you have the latest version of the BIOS for your motherboard as there may be fixes related to how the chip throttles.

I spent a lot of time dealing with the fan curves, and what worked best for me was setting a curve that is mostly flat at an RPM level where noise is not an issue, and once a certain temp threshold is reached the fan speed is quickly bumped up to high RPM for heavy load scenarios. The default linear curve made the fan spin up and down constantly even when using the Ryzen Balanced power plan, and it was frankly annoying.

Ultimately I ended up getting an all-in-one water cooling solution since the noise levels were still a bit annoying, and now my case is almost completely silent on light loads and does not get uncomfortably loud when the CPU is being stressed.

Have the latest bios. May end getting a AIO cooler but don't know if my case will accommodate it.

Out of curiosity what are you're idle temps?

The real solution is to get rid of the Wraith Prism. Get yourself a decent but still rather cheap cooler like this Arctic Freezer 34 eSports Duo and problem solved. My overclocked Ryzen 3600X is sitting at 33-34 degrees C in a 21 - 22 degree room temp.
The Wraith Prism is not a bad stock cooler (in fact, it's probably the best stock cooler in all of history), but it's still a stock cooler nonetheless. 😀

Oh, and make sure that you have good airflow inside your case. In many cases (pun intended), this could be the main problem.

CPU speed stays around 3500ish idle but the weird thing is during Cinebench it goes DOWN to 2200ish,
that doesn't make sense to me. Tried to jack the speed up but temps reached 90 whew!

Finally re-installed the cpu cooler and applied fresh paste. At first idle temps went down to 38-41 with
settings back at "stock" and auto - PBO, voltage and etc. However after running Cinebench a couple
of times (temps stayed below 70) the idle temp is back up to 50-55. Running games like Doom 2016
the temps hovered around 63.

Guess if I want it to be cooler have to go with a beefier cooler from BeQuiet! or comparable.

2200 MHz in Cinebench sounds like thermal throttling to me...
Make sure that your motherboard is not overvolting the CPU, try and play with the BIOS voltage offsets and run benchmarks until you notice any instability.

That Arctic Freezer looks solid but it's too tall. My case will only support cooler height of up to 150mm.
Probably will have to go with a horizontal fan position design. Thanks for the tip tho.

Did some more testing. With a negative offset of -0.0875 on the voltage, cinebench score was around 4400 with temps staying around 66-70.
The bonus is it didn't throttle down. I'm still thinking about upgrading the cooling with something like a BeQuiet! Shadow Rock LP. It would
be interesting to see how much of a difference it would make temp-wise.

Your problem is 100% the wraith cooler.

I'm running a 3900X in a tiny ITX Silverstone SG13 case and I often idle in the mid 40s. Usually 45-47C. Less by 1 or 2c when it's not hot in my room.

Ryzen is a hot pepper chip. Get something like a 240mm AIO or a beefy air cooler (NH D15/Dark Rock Pro) if you are serious about getting temp drops.

EDIT: Realized you can only use up to 150mm in your case.

Get a thick radiator 120MM AIO like the Arctic Liquid Freezer II if you can spare another fan intake/exaust. That'l keep it nice and cool by a few extra. Even more with a Noctua fan.

Been looking at something like the Corsair H80i V2 which is a 120mm AIO . Only issue is it's almost 4" thick with both fans installed.
Going to take a hard look at my case to see if it'll fit.
